In addition to these national sources, mechanisms tapping international sources could be created, such as the following:

Specifying 5 percent of bilateral aid for S&T development purposes. Special-purpose institutions, such as the Canadian International Development Research Center (IDRCj and the Swedish Agency for Research Co-operation with Developing Countries (SAREC), could be used to channel these portions of bilateral development assistance earmarked for S&T development.

Using private agencies and instutitions for developing the autonomous S&T capabilities of developing countries. These include the Ford Foundation, Rockefeller Foundation, Friedrich Ebert Foundation, International Foundation for Science, etc.

Using multilateral financial agencies, whereby 10 percent of all their loans could be specifically allocated to the development of endogenous S&T capabilities of developing countries. This could generate some US$450 million per annum. In addition to UN agencies, the World Bank and the various African, Asian, and European development and investment banks might be used for this purpose.60
